45 years’ experience with utility-based DSM (Demand Side Management)  and has extensive experience with program design and implementation, and policy development. He is an expert in how to develop and use energy utilization data as well how to rapidly design and implement projects. He has delivered services to all customer segments and was product manager of various energy efficiency related software tools. His experience includes having  addressed an extensive range of issues from energy supply policy for the New England region, to a strategic information system plan for an African electric company, an Energy Service Strategy for the People’s Republic of China and the government of Mexico, to home weatherization and low-income fuel assistance.  He led a team assisting the Federal Energy Regulatory Commission and Department of Justice in its investigation of the manipulation of the Western Power markets in the year 2000 and resulted in a report to Congress issued in March 2003.


He has had several firsts in the energy management field. These include a key role in the start up the Mass-Save program--the first state-wide energy audit program in the U.S. which achieved 64,000 residential energy audits in its first year; the first use of community development funds for solar hot water installations; the first Enterprise Zone type project which employed and was operated by low income people to provide energy efficiency services. As a delegate to the Supply Committee of the New England Energy Congress, he played a key role in the development of a comprehensive plan for the New England region, one of the first plans in the United States that demonstrated that energy efficiency and economic growth were complementary.   He has written and presented extensively on such topics related to transferring energy efficiency techniques across national borders, computerization of energy audits and market transformation.  As an example his team's implmentation of the EcoKilo Program for Hydro Quebec delivered 1.5 million energy analysis reports (in French or English depending on the customer's preference) over an 18 month period which represented a response rate of over 60% of the utility's customers. 

​Over the course of his career he played a lead role in the acquisition of two companies and played a role in the sale of 3 companies.  At various points in his career he had up to 7 offices reporting to him and as chain of command of approximately 300 employees.
